Normally, it's best to evolve pikachu at around lvl 32, because by then it will have learned all it's levelling moves, whereas raichu doesn't learn any moves through levelling. But since pokemmo uses a different moveset, which means pikachu learns moves up to lvl 50, i'm not sure when to evolve it. Still, due to pikachu being able to learn the powerful thunderbolt move, it is advised that you evolve your pikachu after it learns that move. Do pokémon levels evolve slower?

However, when you evolve your pokemon their stats are recalculated from level 1. I would actually evolve it either right away or at level 26. Another option is to never evolve it. The only move that is worth teaching it is thunderbolt. This can be taught to raichu using the move relearner. Or even by tm if you want. However, if you don't want either of these, you can have pikachu evolve after learning thunderbolt. Look at what moves both pikachu and raichu learn when leveling up and decide when you want to evolve pikachu based on that. No need to worry about that anymore.
